The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You mean grabbing the suspect and walking them where you want, right?

 

If so, grabbing suspects is not a default feature for LSPDFR.  You'd need to install Arrest Manager.

The default grab key is Left shift + T.  You can change this keybinding in the .INI if you wish.
