The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Does anyone know if there's a way for me to have my LSPDFR on one screen then have the computer+ on the other screen so as I'm driving around I can run people?

That's not possible.  You can only utilize LSPDFR and its plugins on one screen and one instance of GTA.
