It looks like that is the texture that came with the car, so there isn't much you can do about changing the color.

Ok. Which name of file replacing country police models( it's where Trevor's Savehouse) ? I mean police, police2, etc.

No.  Police4 is just an unmarked unit. 

 

POLICE, POLICE2, POLICE3, POLICE4, RIOT, POLICET - LSPD/Police

 

SHERIFF, SHERIFF2 - BCSO/SHERIFF

 

FBI, FBI2 - FBI.

 

Really, though, if you wanted, you could make the sheriff slots FBI, or the police slots sheriff.  It really comes down to your personalization.

I don't remember off the top of my head if POLICE4 is in the backup.xml by default, but you can go into GTA main directory / lspdfr and open backup.xml.  Here you can set which units will respond as backup.  You could make it so POLICE4 is a responding unit.

 

Also, it might be obvious, but you can use POLICE4 for Sheriff as well if you keep it unmarked.

POLICE4 is used in the base game.  In fact, there's one area in the game where you can find these unmarked cars sitting for a sting operation and can steal them.
