Open OpenIV.  Go into mods / update / update / common / data.  Now find "visualsettings.dat".  Drag this onto your desktop.  Next, please attach it to your next reply (attach the document, don't post it).

I increased your daytime brightness a bit.   This should fix the issue.  To add this back in, go to the same place I listed above and click "edit mode" in OpenIV.  Then drag and drop this edited file back in.  Click "edit mode" again and you should be good.

Is that an ELS model?  Also, try using another vehicle.  Same result?

Yes it's ELs model. I try any vehicle and result is same!

Try pausing the game and going into your graphics settings.  Put shader quality on low/normal, and postfx on normal.  Save, and exit the menu.  Then pause again and change both to high or very high.

If still nothing, open your trainer and double check the vehicle doesn't have any window tint.

Yes.

If I remember right, changing shader quality requires you to restart the game.  Make sure shader quality and postfx are on high and exit the game, then start it up again.

Remove the mods folder from your GTA directory.  Drag it onto your desktop.  Then load into the game.  Once you're in the game, quit/close the game, and put the mods folder back in and try again.
