Pause the game and go into your settings. Make sure PostFX and Shader Quality are on high.

Open OpenIV, and go to mods-->update-->update-->common-->data.  Extract visualsettins.dat and open it.  Find "car.defaulight.emissive.on", there will be a day and night option. Change day to 6000.00 and night to 1500.00.  Save, and put the visualsettings.dat back into OpenIV (make sure you're in edit mode when doing this).  Click edit mode again to turn it off and you should be good.
