The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

My car in the sheriff slot is spawning different colors

It is spawning as if there are no textures to it at all.  I have tried downloading different cars but no matter what car it is it still spawns as if there are no textures..Can anyone please help me?

Are you sure you added the .ytd for the sheriff?  The .ytd is what contains the texture for the vehicle.

Yes I did, I didn't notice it until i added a Massachusetts state police vehicle in. I have downloaded several vehicles and uploaded the YTD files for everyone of them but the sheriff slot continues to spawn vehicles with no textures at all.

Have you edited the vehicles.meta or carvariations at all?

That's possible only if you replaced police4 with car that have skins, the original police4 is unmarked car and doesn't have skins, but have changable car paint.

Just use carvariations settings like this, but don't forget to edit sirenSettings value  to actual one

No i have not im still sort of new to LSPDFR but I know I didn't change anything.

So i deleted the sheriff slot I had and even the games original sheriff slot has no texture.
