Taken from the Rockstar support page, it indicates corrupt data.   You can try to verify integrity of game cache on Steam by right clicking GTA in your games list, properties-->local..    If you're on the disc version, check that link for information on how to verify via disc.

i was able to get it working it was somthing to do with eather the EUP 7.5 or the modding dlc pack just have to figure out witch one is causeing the problem

I had this same problem the first time I installed EUP.  I didn't use a mods folder. XD

i had eup in my mods folder before the 7.5 one
