Huh, very interesting. Can you provide screenshots please?

This is a texture issue, I have the same problem, This is the fix:

 

1) When the game has loaded and started ALT-TAB out of the game and open Task Manager

2) In task manager, right click the GTA5 Process application

3) Once right clicked click go to details 

4) Once clicked right click the process highlighted

5) Once right clicked process hover over Set Priority and change it to high.

6) Then do the same but click set affinity this time

7) Only have 1 CPU ticked then click OK

8) Then change the affinity again and click all processors 

9) Done, please let me know if it works
