There is Los Santos Protection Squad.  However, it also includes a variety of other escort VIPs such as social network owners.  Also, it's not really compatible with ELS in that the other escort vehicles will constantly have their siren on.  The only way to rectify this is by having non-ELS vehicles and using those for escorts.

Just don't give it a vehicle XML.  Install the vehicle as you would before ELS - drop in the replacement files and leave it as is.  However, do note that  If you use this vehicle, you have to used the old fashioned E for lights and siren.
