The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hello to all.

I try to write my first ever topic asking if anyone knows how to provide updated tutorials to play LSPDFR without risk of ban, such as Five Reborn, and then how to install our server with mods (vehicle and scripts).

Officially, there is no way to play LSPDFR multiplayer, as FiveM is not affiliated with LSPDFR/G17. Your best bet is looking up tutorials or posting on the FiveM forum. The LSPDFR forum generally doesn't offer FiveM support..
