The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I am seeing some errors about plugin paths not exiting, which lead me to believe you removed these plugins, but Rage was still set to load them.

 

Please try temporarily removing all your plugins and try playing.

You can't.  However, if you used a mods folder, you can go into the vanilla files and copy them over.
