Elite Controller Config & Moving a Traffic Stop

Is there any way to add the keys for an elite xbox one controller into LSPDFR? im wanting the paddles to be the sirens or something and if possible LSPDFR to run both set ups when i switch it from 1 to 2 so i can basically have my entire keyboard on my controller. Is that a thing?

Also, when i have a traffic stop on a vehicle, i press the horn and the car starts to move but it doesnt turn and just keeps going straight and if it could, would just keep going but it usually hits a tree or wall or something. Now i do have police radio to activate with my horn joystick but i dont think that would cause the car to lock on the gas and not stop. I havent tried to move it yet but i will in the morning. Lets say its not police radio with the activation, would it be a plugin that is messing with it?
