The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Yes there is.  In your LSPDFR folder (plugins-->LSPDFR), there is an Arrest Manager folder.    In here is Transport Regions.xml.  If you do not have this folder, or that file, go to the download page for Arrest Manager and get them.
