Go to the Arrest Manager download page and grab the Transport Regions.xml from that download. The one you have is giving the error.

Yes there is.  In your LSPDFR folder (plugins-->LSPDFR), there is an Arrest Manager folder.    In here is Transport Regions.xml.  If you do not have this folder, or that file, go to the download page for Arrest Manager and get them.
