I really like the Charger from this pack.  Not black/white but it's really good.  I think you could throw an LAPD based LSPD texture on it. -

 

Per marked Challengers, the only ones I know of are the Texas DPS one (no clue if there are LSPD skins for it), and the Blaine County one in Kafloopy's pack.
