The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Is it possible to have different sirens for different vehicles?

Not with ELS.  Right now ELS uses one siren for all emergency vehicles.  The only alternative is to not use ELS.
