The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Make sure you have ScriptHookV and that GTA V, ScriptHookV, and Rage are in the same directory.

Yes.  Rage is unable to detect the needed files, so it's best to just use the main folder.
