Install vehicle package installer in a different slot?

So I love Bxbugs' 2014 Charger police car mod, but it is optimized for use in the police2 slot, when I want it in the sheriff slot. All that is included in the zip is the package installer. I've renamed the oiv to a zip and extracted the files which include the vehicle files, carcols.meta, carvariations.meta, dlctext.meta, setup2.xml, and bxbugsconfig.xml. 

 

Where do I even start to simply install this vehicle in the sheriff slot.
