The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I installed all the files neccesary for the LSPDFR mod to work including plugins like police radio and callouts, I enter the game go to a Police station and choose a random ped and after I press enter to go On Duty it says LSPDFR crashed, I tryed Forceduty aswell, still the same problem. Imma leave here the RPH.log file so someone that knows how to read id will tell me where the problem is, Thank you.

I'm no expert, but you might want to have a look at the Smart Radio INI file. There may be a spelling mistake there. It crashes on a not found key called NUmpad5...
