If there isn't already, ( I had a search around )

 

If you're in a high speed pursuit and the suspect crashes and bails on foot, you get out your vehicle and sometimes forget to turn the siren off..

 

Could anyone make a mod that will disable the siren when you exit the vehicle?

 

That will be compatible with ELS

Hmmm, don't know why you would like this. I like diving out of my vehicle with the siren blaring, but I'm not here to judge. This could easily be made.
