ELS makes game lag

I'm having major trouble with ELS. I've modded GTA 5 for lspdfr before but I wanted to start over. I completely re-downloaded GTA 5 which took like 2 hours and tested the game and optimized the graphics settings. I have an average of 60 FPS during benchmark testing and the game works smoothly. (Also, I installed RPH and LSPDFR which didn't really slow down the game at all) but then I downloaded ELS. When I play the game it works pretty good, minimal lag until I enter a (un-modded) police car and start using ELS. It greatly slows down the game and I didn't use to have this problem but after I reset my game and installed ELS from lspdfr's site it make my game slow.

-I've tried it without a modded police car... slows down my game

-I've tried it with a modded police car... still slows down my game

-I've tried lowering graphic settings... still didn't help

Any suggestions? Thanks
