It is not a DEV file for GTA V. It was released as a DEV part for GTA IV and people are just converting it to V. You could do the same using some YouTube tutorials as it is very easy. HOWEVER, you should always ask the creator, in this case EVI, if you can convert and use his lightbar on a vehicle (especially if you plan to release said vehicle.)
