Firstly this is not a media based topic for LSPDFR - so please in future make sure you are posting in the correct section, additionally - ELS is available for both GTAIV and V so making a topic within the correct section for the correct game would also be useful. 

You should also be able to find the instructions you need within the files that you downloaded with ELS.
