Plugins not working

so i installed a couple of plugin mods like crazy callouts, assorted callouts, police radio, and traffic police. I placed them under gtav/plugins/LSPDFR like i seen it done on youtube show-me-hows. In LSPDFR i have the police radio folder from vanilla lspdrf, vocal dispatch folder, and then the before mentioned .dll files and .ini files. What am i doing wrong?
