ELS Changing Siren Makes Suspect Car Go Straight

I have ELS installed and whenever I change my siren or sound my air horn the suspect vehicle wether its on a traffic stop or in a pursuit will just continue to go straight until it hits a wall. Is there any fix for this? I have looked around and was not able to find anything.

Go into the ELS INI and look for "TrafCTRLOn", change to false.
