Whenever I play as a police officer and especially when I am driving at high speeds The game has a ton of lag spikes, Is there a mod or setting that hopefully fixes this?

If the lag is a result of your machine not being able to handle GTA, let alone modded GTA,  there isn't a whole lot we can do.

 

Turn all your GTA graphics settings on low. 

 

You can also try removing some plugins if you use a lot. 

 

Close all other windows/programs when playing GTA.

My Computer can run gta 5 60 fps on high settings without mods and it only really lags when I am in the city or driving fast so I am going to turn the traffic density down a little and see if that helps.

If it lags in the city, as you said, could be traffic density, but it could also be a lot of high poly cars in one area if you do have modded cars.

only have one modded car,A els Police Cruiser which pretty much is a reskin of a ford crown victoria

Look on the download page for that car, see if other users complain or say anything about it.

 

If not, test something for me.  Open GTA V up normally (no RagePluginHook), get in a normal civilian car and drive around at high speeds.  Still lag? 

Alright installed a new car and that worked aparently, and I also runs better when I first start my computer.

And thats probaly the the last of my problems,finally.

Ah, that car you were using may of been high poly, which can cause issues.  Glad you got it solved!
