Sorry to keep asking questions.. Recently I  have been trying to mod some thing using OpenIV .. Yesterday I tried modding a weapon I wanted it to look like a glock.. I followed al the instructions correctly but when I load my game up it doesn't seem to have changed the occasionally happens with my vehicles to.

Any suggestions on what I'm doing wrong or why its not working?

Make sure you're using a mods folder.

 

For adding vehicles and weapons, use the very latest patchday that has a vehicles.rpf and weapons.rpf.
