The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Apparently the U and I keys are supposed to change the pattern on the top light bar and my U and I keys don't do anything. They don't even make the "beep" sound like the other keys do. Can someone help me?

Your ELS console needs to be open in order to change the patterns.  Default console open key is CTRL P.
