Since we haven't seen your directory, LSPDFR.dll is in your plugins folder, correct?

If you boot using ragepluginhook.exe you should be able to use the console by pressing F4 where you can manually start plugins. Judging by how you said you got to select online or single player I'm assuming you did not start using the hook.

I assume since you answered me, you are starting via RagePluginHook?   If so, try it again.  This time, when in game, open the Rage console with F4 and type "loadplugin LSPDFR".  Lets see what happens and if there is an error log that forms.

Can you clarify, please?  Crashing to desktop?  If so, at what point? When loading in game, or when pressing F4?

 

If the game closes when pressing F4, you most likely need to hold down the FN/function key on your keyboard when pressing F4.

You shouldn't see the single player/multiplayer screen if you start via Rage.  Based off what you're saying, the Rage loading screen doesn't even get to come up.

 

Make sure GTA V is set as an exception in your anti virus.

Open up your anti virus, whatever it is you use, and go into its options. You should see the section for allowing programs through.

it still didnt fix it. It is still loading in using gta v not rage and it is still crashing before it gets anywhere even after in unblocked the whole file

Look back over this LSPDFR & RAGE install tutorial and make sure your directory is right -
