The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

As you can tell by the title, any time I press and hold "E" LSPDFR crashes. This includes trying to stop civs, making arrest, and opening the traffic stop menu. All of that works fine when using a controller. I have reinstalled both LSPDFR and RPH.

Are you using the beta version of Computer+?  If so, that is what is causing your crash.
