If you had a model that came with its own ELS profile,  the author may have disable certain tone slots such as phaser and ambulance as in California it's against the law for emergency vehicles to operate priority tones, only wail and Yelp permitted. Having that being said male sure all four siren slots is enabled and not set to false. It's not a bug.

1 - wail

2 - Yelp

3 - police warning

4 - ambulance warning

5 - dual tones

6 - hands free mode.
