The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hi.  Did you have dull lights prior to ELS?  If no, I can't see why ELS would be causing dull lights.  Are you sure you're using the vehicles VCF?

 

If your lights were dull prior to ELS, you can utilize both of these mods to get better lights.

Glad you got it working! If you ever need to, BEL and Bright Lights do the same thing, but you can use them both at the same time.
