The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hey all,

I recently started my own fivereborn server and was wondering about ELS. Does only the server have to have ELS or do all the clients trying to connect to the server have to have ELS in their own folder as well? 

You'll have to refer to the V Reborn stuff. I believe that V Reborn is all server side. the client just connects and it downloads the files. So try getting people to just join and let it download and then try to get them to install it. V Reborn is Citizen MP from GTA IV
