The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Did you get it to fully work? I installed the pack and only the Impala, 2013 Ford Explorer, and the Charger show. Also, 2016 California Highway Patrol MegaPack 1.1.0 is the only pack I found but it lacks the package installer, a very helpful add on.
