The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I am missing it from LSPDFR > Police scanner > STREETS

Not all streets have audio files, and I doubt that is crashing your game, but download and install this:
