LSPD First Response.dll keeps crashing

As the title says the .DLL always crashes if i accept a response in the southern part of Los Santos. 

I don't have any other mods installed, so it's a fairly clean install of V. 

I know there are a lot of topics with similiar issues but it seems that the problem isn't fixed yet. 

Yes, the newest version of RAGEPluginHook is installed. 

The savegame i'm using is from a clean install, so it hasn't any added cars inside garages etc..

idk i'm not good at scripting but it seems that something is wrong with a vehicle? Like a ped can't spawn inside the car or..?
