ELS - How do I disable/reduce enviromental lights?

for some reason the ELS Environmental light just crap on my laptop which makes my game drops to around 55 fps when its on, (I usually get 65+ when its off) and it even gets worse when I call for backup and more vehicle with ELS lighting up the whole god damn neighbourhood which makes my fps to drop to around 30
I've tried to disable ELS for AI, but for some reason it doesn't work
this is my ELS.ini settings,


[ GENERAL ]
MaxActiveVehs = 1
ElsMaxRangePl = 5
ElsMaxRangeAi = 1
ElsActiveOnAi = false
ElsTrafCtrlOn = true


I  tried setting the MaxActiveVehs to 0 but it just literally removes all the light from my lightbar which I don't want.
and then I literally put everything to false and to 0 on my XML files and for some reason the Environmental Lights are still the same

Which also didn't work, I have been trying to search for the solution on google and on the forums but I just cant find any, so that's why I'm posting this thread, which might also can help people having the same issues that I'm having.
