Hello I have been modding GTA ever since SA and never really had an issue but for some reason I am absolutely stumped on this.

I have download the newest version of everything (As of 9:00 AM 1/17/17) and when I try and test to see if my game will launch after I install LCPDFR I get this error

I have a feeling it has something to do with Steam and my files being modded but then when I try and change the name of the main GTA file it simply does not launch. I have not tried to 

launch RAGE with advanced privileges because I figured there is another way around it and there might just be something i'm doing wrong. I have yet to mod GTA V yet since my PC wasn't up to the task until now so if anyone has any idea what i'm talking about and how i can fix it let me know. Any help will be greatly appreciated and if I need to provide anymore information about my files or logs let me know and I can do so.

I have tried to launch RAGE with advanced Permissions and get the same Error. I am completely stumped at this point.
