Rage .50 & .49 issues, LSPDFR not starting

Hi, I'm new to LSPDFR, modding, and PC gaming in general so bear with me and if I omit any info let me know and I'll add it.

 

I recently got a gaming laptop and wanted to play LSPDFR, so I bought GTA V, downloaded the LSPDFR mod, downloaded the new RagePlugin .50, WINRAR, ScriptHook V, and all the other programs I need to run the game. When I first started Rage, it gave me all green check marks, and it looked like I was good to go. Continued on, and as the game starts up I get an error message saying "insufficient permissions or bad-antivirus" and launches the vanilla game. I have no other mods or games for that matter. I have deleted all the downloads and redownloaded everything twice and I'm still running into the same problem. I've attempted to go to the Rage forums, but their website won't let me create a profile at all. I'll attempt to post a screenshot of my GTA V folder, but no promises it'll actually upload. If anyone has any advice on how to fix this or get it to work please let me know. thank you.

 

[EDIT] After hearing from some people that it works when they revert to Rage .49, I tried that, but still got the exact same error notifications.
