I'm looking for the location of the texture files for the Los Santos Government Facility building off of Sustancia Road in the Tataviam Mountains. More specifically, the sign at the main gate that says the name of the facility. Would really help me out!

what exactly you want to redo? it's can be not just texture, it's can be 3d model

well, it's located here x64p.rpf\levels\gta5\_hills\cityhills_03\ch3_04.rpf\ch3_04_parking_d.ydr
and like I said before, it's will be not possible to change this sign without model changes, but you can use Zmodeler3 for this
But some shaders not supported yet, as a temporary solution  it's can be replaced by similar
