how to force ai to change lane?

when i try to block of a lane of the road with vdh police helper(dont ask why), the ai just keeps waiting and doesnt change lane. with the checkpoint(control + B) it just works fine, but i dont want to signal every car trough. is there any solution for this?

    but how did it work with checkpoints? because when you press control +B and place a checkpoint and signal someone trough, he drives around the cones.
