Without getting to technical about it; EPM deals with extra moving parts such as windows, bonnets, etc... while ELS deals with emergency lighting on Police, Ambulance, Fire Trucks, etc...

Ok sorry! I don't need a program for ELS?

for ELS you will need the asi script from GTApolicemods, but i think the site is down again, and you also need ELS enabled vehicles, what they are is vehicles specifically made for ELS, and light enhancing mod's like Radiance or Luminescense are for making your light's look brighter and more realistic.
