Hello Everyone. for some time now i have a issue googled it and it seems to be called texture pop in. i currently have lspdfr installed and gta redux as well as acouple vehicle models. here are my computer specs are in the images below. i've tried setting the priority to high could this be a memory leak?

GTA Redux is probably causing this. Texture pop-in occurs when your computer runs out of space for textures, it was a common occurence on GTA IV and happens occasionally on GTA V when the system is overloaded. Uninstall Redux and you'll see that your game runs like a charm :)

i know its that lol ;[ i really want to but it just looks good asf. whats something i can do that can prevent it? or whats another good one? i've tried open iv but it looks sorta bland. thanks  ;3

I'm confused, OpenIV is a software to open and modify the game files, it's not an ENB or graphics enhancer... Either way. There's not much you can do, if your system gets overloaded, it's your hardware that can't go beyond its limits. Either you keep Redux but you'll have texture pop-ins, or you remove it/go for an ENB that is less ressource-draining. Look on gta5-mods, you should find plenty of them. It's a choice to make, really :)
