I am not sure of intricacies of the coding when it comes to peds, but I think it would be a great idea to have a plugin where you can request an arrest warrant be issued (on a specific ped), by you and the current agency you are playing at the time. The request gets sent to "Court" and based on whatever algorithms and data entered are in place in the plugin, the warrant is either approved or denied. If approved, a warrant is issued for that ped for the next time you encounter that ped. Additionally, the plugin could have some sort of warrant detail look up screen. I think a project such as this would be best suited for the Albo/Fiskey111 team as their court system, MDT, and all other mods are just pretty damn amazing!
