Learning what the carvar lines mean?

I've never known for sure about the carvar lines and what they do.  I just know of siren and light setting, but not <colors> or <liveries>. 

 

I can hazard to guess <colors> defines the colors the car spawns with, but then what is <liveries>? and how are the colors defined?
