So I already followed first 13 minutes 6 hours ago and if I followed his steps (which I sure did) correctly the game should work by now and mine doesnt. Do you think the next 40 minutes will really help me out? 

Not unless you are going to install cars and scripts and other things. You did install and do everything he did exactly how he did, correct? You do have scripthook AND scripthookvdotnet?

Yes I did exactly what he did. I downloaded both and also installed (or updated - not sure) framework.net and visual C++. Anything else that I should do?

Can you show a picture of your GTA V directory?

Run RPH as admin.  If that doesn't do anything to fix the issue, go into your firewall and allow GTA V through it, or just temporarily disable it.

I have firewall disabled already and I am always launching RPH as admin

I have whole steam folder under exceptions and in it all this files that I need so that is already done

Well... the only thing I could say is to reinstall gta v and follow that video. I followed the video when i installed lspdfr and everyone i recommended it to said it works.

Well im gonna break the computer maybe it will work :P (just kidding).

 

I'm just gonna say that I give up. I tried everything and the only thing that could mess with this thing is a smart virus that went around my AVG antivirus program OR messed up registry files somewhere in my computer that I will never and I dont know of their (broken) existance. No idea what to do.

 

About that video. Yes it is a good one and I would recommend it too but if you don't want any additional mods then watch it till 15:00 and then stop. If it doesnt work after that then you have a huge problem.

Did you try to verify the integrity of game cahce through steam? That should reinstall all files that are missing.

I did that right after I installed my freshly downloaded GTA 5. I will try it again now.
