I've seen tutorials on youtube what key do I press to get the box on the top left? where you choose to give a ticket for example

After initiating a pull over and walking up to the vehicle, press "E" (or Dpad right if you're on controller).

That is done via a trainer.  I recommend (and personally use)  Simple Trainer - https://www.gta5-mods.com/scripts/simple-trainer-for-gtav
