Is there a way to make the sound of a truck or car loud in GTA 4?

You can make the game sounds louder, yes, but it's not a simple process. You'd have to extract the IVAUD files, which are contained in RPF files, then you'd have to open the IVAUD with another tool, extract the correct WAV files then edit them with an audio processing program, then reverse the process.
