The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR Crash on Fresh Install with no plugins

So I just did a full fresh install of GTAV removing all modded files to start fresh for the new game update. I just installed LSPDFR and TrainerV, ran the game for a bit and 5-10 minutes in 2 backup units that I never called show up Code 1, I try to pull over a car that crashed into them and LSPDFR crashes.

I'm 99% sure this is a bug in LSPDFR that caused it, but if anyone has another idea I'm all ears.

You are correct in that this is an LSPDFR bug.  I can't offer you more information, unfortunately, as I'm unsure of the specifics with this bug.
