Looking for a Compact Camera for Emergency Vehicle Response Videos

I currently have a Sony DSC-W690, which is nearly 5 years old. It takes pretty good pictures (16 MP), but when it comes to filming, the camera is only able to produce grainy videos at a 720p resolution. For emergency vehicles specifically, the bright lights cause white lines to show up in the footage (cloudy day example, and night example), while the loud sirens absolutely destroy the audio quality (peaking/clipping).

My upgrade choice right now is this Canon PowerShot SX710 HS, which has a 20.3 MP image quality and can record videos at 1080p 60FPS. Here is an example of the video quality:

Do you have any better camera suggestions, those of you who may record emergency vehicle responses? I'm looking for something $300 or less.
